Best guess is you wandered a bit too close to Andorhal, as I seem to remember some wandering NPCs when I was questing in there. The same thing happened to me in the blasted lands the other day. I was expecting ogres and instead got flattened by three horde NPCs who clearly thought I was looking at them funny as I ran past.
