If you take it to mean "have any homosexual leanings at all" (taken in pure black and white terms as opposed to 'straight', which many people do), then yes, he lied. You can't be bisexual without some homosexual leanings.
And such a scheme (a) isn't universal and (b) makes bisexuality meaningless. If he talks about bisexuality, then he is using a more exclusive definition of gay and therefore did not lie (but may have been misunderstood).
