Spare me, please, from people who come up with the character image first, then vaguely craft a character to fit that image because "the pic is soooooooooo cool!!!"
Spare me from people who insist on handing in character backgrounds that are more about how awesome one's character is at what they do than ... I dunno, who they are as people.
Spare me from people who don't match stats to backgrounds in any meaningful way.
Spare me from the sort of player who absolutely has to play that Super Special Snowflake; gorgeous, famous or soon going to be and generally All That And A Packet Of Crisps ... without taking into account that people are, thank you, flawed.
Spare me the pain of players who want all this and then won't follow through with anything remotely like decent roleplaying, instead wandering through the system like a lost soul looking for other characters to appreciate their character and some kind of in-depth romantic entanglement IC, lest they delete the character in nine months if they don't get one. Also, spare me the pain of the ones who give their character no personality and play the same basic type over and over and over and over again.
All I want is a few more like the AdminBoggan, or the Odd Couple Sidhe, or the Pigeon Pooka of Doom, or the were-umbrella, or the wonderfully complex Sluagh. All I want are actual characters. Please. Please, just ... spare me this Mary Sue shit.

(Side note: is it wrong to say, "Look, this character concept really doesn't add anything to current plot, meta or otherwise, and I can't see them interacting well with anybody, so please can you try to roll up something that's a bit more low-key and normal? This is a low-power setting in all senses of the word"? I mean, I like variation in character as much as the next person, but there's sometimes just too much to deal with. Not to mention I had to send back a character sheet because I could barely read the background owing to spelling and grammatical errors. Grah.)
